Deputy Director, Behavioral Health Services

Reports to: Director, Community Programs

Overview: CASES is a New York City leader at the intersection of behavioral health and the criminal justice system. We are focused on providing alternatives to incarceration, reentry, and mental health treatment services that offer individuals with complex criminal justice, behavioral health, and psychosocial needs recovery and rehabilitation for their success in the community. The Director of Mobile Treatment Services is responsible for programs that provide solutions and services for some of the city’s most difficult public safety and public health challenges. CASES is looking for a mission-driven, compassionate leader committed to social justice, evidence-based practices recovery-oriented and trauma-informed services, and public safety.

The Director of Mobile Treatment Services is responsible for the oversight of six programs: the Manhattan Assertive Community Treatment (ACT) Team, the Nathaniel ACT Team / Alternative to Incarceration (ATI) Program; three Forensic ACT (FACT) teams; and the Brooklyn Intensive Mobile Treatment (IMT) Team. Responsibilities:

· Supervise six program directors of ACT, Forensic ACT, and IMT teams

· Monitor program operations to ensure alignment with regulations and guidelines set forth by the NYS Office of Mental Health (OMH), NYS Department of Health (DOH), the NYC Department of Health and Mental Hygiene (DOHMH), contracted Managed Care Organizations (MCOs), and the Coordinated Behavioral Care (CBC) Health Home

· Support program directors in their professional development and the achievement of key performance indicators

· Provide clinical leadership and training in evidence-based and recovery oriented practices in behavioral health settings, e.g., integrated treatment for co-occurring disorders, physical health care coordination, trauma-informed care, cultural competence, and gender-responsive interventions

· Support best practices in the areas of outreach & engagement, violence risk assessment & management, alternatives to incarceration, and risk-need-responsivity models for those involved in the criminal justice system

· Work with Quality Assurance department to maintain licensing standards for program certification, e.g., utilization review, incident management, staff training, and monitoring outcomes for continuous quality improvement

· Work with Information Services department to optimize use of the electronic health record (Footholds AWARDS)

· Work with Fiscal department to monitor fiscal performance of programs, e.g., reviewing budgets, meeting contract milestones & timely reporting requirements, Medicaid eligibility screening, and MCO service authorizations & claims denial management.

· Oversee program performance related to external grants and contracts, e.g., Mayor’s Office of Criminal Justice (MOCJ), Projects for Assistance in Transition from Homelessness (PATH), and the NYS Division of Criminal Justice Services (DCJS)

· Develop strategic relationships with external stakeholders, e.g., OMH Field Office, DOHMH Single Point of Access (SPOA) & Assisted Outpatient Treatment (AOT) programs, city and state departments of probation and parole, local hospitals, supportive housing providers, etc

· Maintain up to date knowledge in the fields of behavioral health treatment, criminal justice issues, and Medicaid redesign

· Other duties as required by agency executive staff.

Qualifications

· Licensed Clinical Social Worker or Licensed Psychologist

· 3+ years of senior leadership experience in program operations

· 5+ years of experience working with individuals with serious mental illness, substance use disorders, and criminal justice involvement

· Advanced operations/management skills, with experience overseeing multiple programs, collaborating on intra-agency initiatives, and relating with external stakeholders

· High level of fluency in the regulations and standards for ACT and its interface with MCOs and Health Homes

· Well-developed clinical competence in evidence-based and recovery-oriented practices for high-risk, high-needs individuals in behavioral health settings

· Preference for individuals who have established, strong clinical skills in the assessment and management of criminogenic and violence risk

· Strong skills in the areas of data-based analytic thinking and decision-making, interpersonal communication, attention to detail, emotional intelligence, and ability to tolerate ambiguity

· Proficient in electronic health records, preferably Foothold Technology AWARDS

· Fluency in Spanish preferred
